Covid-19 (Corona Virus Disease) Article - Guidelines of PSBB in The Context of Accelerating The Management of Corona Virus Disease 2019 (Covid-19)

The spread of COVID-19 has increased and spread so that it impacts on the political, economic, social, cultural, defense and security aspects, as well as the welfare of the people in Indonesia. So, to suppress its spread, the Minister of Health established Minister of Health Regulation No. 9 of 2020 concerning Large-Scale Social Limitation Guidelines in the Context of Accelerating the Management of Corona Virus Disease 2019 (COVID-19).

 

Large-Scale Social Limitation (hereinafter referred to as "PSBB") are limitations on certain activities of residents in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19) in such a way as to prevent the possible spread of Corona Virus Disease 2019 (COVID-I9). To be able to establish Large-Scale Social Limitation, a province/district/city must meet the criteria, namely the number of cases and/or the number of deaths due to disease increase and spread significantly and rapidly to several areas and there are epidemiological links with similar events in the other areas or country. If a province/regency/city area meets the criteria, the Minister will determine the PSBB in the province/regency/city area based on the request of the governor/regent/mayor and an assessment by the team appointed by the Minister.

 

The PSBB implementation basically includes:

  1. School and workplace day off

excluded for offices or strategic agencies that provide services related to defense and security, public order, food needs, fuel oil and gas, health services, economy, finance, communication, industry, exports and imports, distribution, logistics, and other basic needs.

 

  1. Limitation on religious activities

implemented in the form of religious activities carried out at home and attended by limited families, by keeping everyone away, guided by statutory regulations, and fatwas or the point of view of official religious institutions recognized by the government.

 

  1. Limitation of activities in public places or facilities

implemented in the form of limiting the number of people and setting the distance of people, excluded for supermarkets and those providing basic necessities, providers of essential goods, fuel oil, gas, and energy, then health service facilities or other facilities in the framework of fulfilling health services, as well as places or public facilities to fulfill the basic needs of other residents including sports activities.

 

  1. Limitation of social and cultural activities

implemented in the form of a ban on crowds of people in social and cultural activities and guided by the point of view of official customary institutions recognized by the government and legislation.

 

  1. Limitation of modes of transportation

except for passenger mode, public or private by taking into account the number of passengers and maintaining the distance between passengers and the mode of transportation of goods by taking into account the fulfillment of the basic needs of the resident.

 

  1. Limitation of other activities specifically related to defense and security aspects

excluded for the activities of the defense and security aspects in order to uphold national sovereignty, maintain the territorial integrity, and protect the whole nation and all Indonesian blood spills from threats and disturbances, and realize public security and order, while taking into account the limitations of the crowd and referring to protocols and legislative regulations.
